 Ideal TD Headcount to Total Employee Population

Hello ATD Community!

What is the ideal/recommended ratio of L&D staff to total number employees in an organization?  I know it depends on the size of the organization (my organization has over 50,000 employees).  I was able to find the average ratios from the 2024 and 2023 in the ATD State of the Industry Talent Development Benchmarks report, however, I am looking for recommended/ideal ratios. I can say that in my company of around 2500 employees, we have a team of 11. In our sister company of less than 1000, they have 4. Hope that helps!

We have about 4000 employees on the books, but about 2500 who we interact with for staff and all-employee training. My team consists of four currently - director, ID/Facilitator, Analyst and Admin Assistant. That having been said there are two separate departments who also provide training.  Department One works with faculty for Blackboard (Student LMS) and Department Two works orients part time faculty.
